The 22nd-century Starfleet officers wear their rank pips on the right chest of the shirt, and a badge on the left shoulder.
If you watched ST:ENT carefully, you will not see any Lieutenant Commander or Lieutenant (Junior Grade) ranks.
It's congesture that these 2 ranks are not applicable until 23rd century.
Like ST:TOS, the deparmental color codes are: Yellow for Command, Red for Operations, and Cyan for Science.
